Mail Club contacts not listing any users

When I logon to LMS and go to the North Staffs page, of which I am an Owner, and select the Mail Club Contacts option, no Contacts appear. However, all of the North Staffs Clubs have a designated contact. Or is it the case that it emails all Club Contacts by default.
