Game Fee players report - shoud it include all expiry before June

Players who's membership expires before the end of June are due game fee for any games played in the season, not just those played up to that point?. Although, you can appeal if they gave up chess when their membership expired?

Should the report show all players who's membership will expire before the end of June, even though this is not necessarily a problem ? Perhaps we need 2 reports: Potential Game Fee and Actual Game Fee ?
