How come South Birmingham board 3 is rated 80 higher than board 2 ? Limit in the rules is 75 !?

Board Order
Dudley League Chose to Keep order of Strength, hence Ungraded Players are not given a grade.. I believe 75Pts is a Wtn Lge rule.
The Board 2 for SB during the season has risen well above the Board 3 Player and therefore Played him in Strength order.

On latest grading, he should be board 1 !.
But the rules are based on grading at start of season only, as agreed/published by the league. You have contravenes those rules !?
