Surrey board 15 was a substitute player.

Surrey boards 1, 3, & 12.

On reflection, the players selected to play on these particular boards does seem to be a little strange for an under 1650 match. The current rules allow a rapid rating to be used for long chess which is bizarre, as long chess and rapid chess are two different styles of play. The first based on evaluation, the second on intuition.

Surrey boards 1, 3 and 12

Hi Tyrone, I've double-checked this from a Surrey perspective, and there's nothing untoward going on. The player on board 1 is playing with a K-category rapid play rating under 1650, and this determines his eligibility for the SCCU county season. His standard play results thus far are entirely consistent with those of a player rated in the low to mid 1600s, but because his initial results are calculated from a baseline of 1800, they appear inflated. The player on board 3 has a current standard play rating of 1622K, and is exactly where he should be in the lineup based on that. The player on board 12 has a standard play P rating which is particularly high based on what appears to be one good result from four games played. His rapid play rating is currently an A-category rating, and two bad tournaments last year caused his rapid play rating to settle around 1450. He's also new to the Surrey county setup, so all his captain could do was make a difficult judgement call while making sure to follow the applicable rules. The use of a rapid play rating in the absence of a useable standard play rating obviously isn't a perfect solution, but it's codified in the rules because it's the best solution available.
